The NM Governor has implemented a complex Red/Yellow/Green county-by-county framework that will permit counties to operate under less restrictive public health measures when health metrics demonstrating the extent of the spread of the virus and test positivity within those counties are met.
Ruidoso and Lincoln County are classified as RED.
Face masks are required in public.
Remember, the Inn of the Mountain Gods and Ski Apache are not controlled by the Governor. Ski Apache info is below the Red/Yellow/Green info and it is a must-read if you plan to ski.
RED
Counties at the red level are those with a new COVID-19 case incident rate of greater than eight (8) cases per 100,000 inhabitants during the most recent two-week period and an average percent of positive COVID-19 test results over the most recent 14-day period greater than 5%.
Essential Retail: 25% of maximum occupancy or 75 customers, whichever is smaller
Food & Drink Establishments: No indoor dining, outdoor dining allowed at 25% of maximum occupancy, establishments serving alcohol must close at 9:00 pm. Note: many local restaurants are doing a nice job with patio dining even when it's cold outside with heaters so plan to wear a warm coat and enjoy dinner in town.
Places of Lodging: 40% of maximum occupancy for those that have completed the NM Safe Certified program, 25% for establishments that have not completed the program, five (5) guests maximum for vacation rentals.
Essential Businesses: must limit operations to only those absolutely necessary to carry out essential functions. Note: Once you are here things feel essentially pretty darn normal in spite of all of these scary words.
Mass Gatherings Limit: five (5) persons, ten (10) vehicles. (No, this does not make sense but so little of what this governor does.)
Close-Contact Businesses: 25% of maximum occupancy or 10 customers at one time, whichever is smaller.
Outdoor Recreational Facilities: 25% of maximum occupancy
Close-Contact Recreational Facilities: remain closed.
Houses of Worship: 25% maximum occupancy. Note: God bless this country and this poor state.
All Other Businesses, Including Non-Essential Retail Stores: 25% of maximum occupancy or 75 customers at one time, whichever is smaller. Note: It's seldom to never that you will see any lines outside of any stores.
YELLOW

Places of Lodging: 75% of maximum occupancy for those that have completed the NM Safe Certified program, 40% for establishments that have not completed the program, ten (10) guests maximum for vacation rentals
Essential Businesses: must limit operations to only those absolutely necessary to carry out essential functions
Mass Gatherings Limit: 20 persons, 100 vehicles
Close-Contact Businesses: 50% of maximum occupancy
Outdoor Recreational Facilities: 50% of maximum occupancy
Close-Contact Recreational Facilities: remain closed
Houses of Worship: 50% of maximum occupancy
All Other Businesses, Including Non-Essential Retail Stores: 50% of maximum occupancy
The county-by-county status and information will be updated every two weeks beginning Dec. 2. When a county moves to a less restrictive level, it may begin operating at that level immediately upon the update to the map. Many of the RV parks are open at least at some capacity. Hiking trails are open. Campfires are allowed. For more info about camping and hiking call the Smokey Bear Ranger Station 575-257-4095. I don't have good info on hiking or camping.
